I can only receive email from certain server

My qmail server can only receive email from certain server.

I put up qmail in a FREEBSD box.

I can send out email to anybody without any problem. But I can not receive all emails.

I was trying to send test email from my another box (let's named it BOXB). When I use php mail function sending mail from BOXB, I got
ruleset=tls_server, arg1=SOFTWARE, relay=mail.domain.com, reject=403 4.7.0 TLS handshake failed.

mail.domain.com is in my rcpthosts list.

The strange thing is:
The mail went through when I sent mail (still BOXB) to my qmail box with "telnet mail.domain.com 25",

Any ideas?
