Multiple qmail-smtpd processes

I have seen more that 200 processes of  

root@mail# ps auxc | grep -c qmail-smtpd
249

qmail-smtpd /usr/local/vpopmail/bin/vchkpw /usr/bin/true

Actually, I've tried restarting qmail but the problem persists. There is no mail delivery. Also tried to reinstall maillog and services to no avail. I can confirm that there is no DNS problem.

I've tried disabling rbl in toaster-watcher and restart qmail but still, there is no activity and both log/mail/send|smtp/current files are empty.

Do you know of a solution to this problem.
