SpamAssassin user rules in MySQL not working

I've setup the newest version of the Toaster with the filtering options. SpamAssassin is configured to get the user settings, bayes and awl from a MySQL database.
This works so far except that I cannot create my own tests.

As an example I inserted the following 3 lines in the userpref table.
preference: header SOBER_G_1
value: Subject =~ /Augen auf/i
preference: describe SOBER_G_1
value: Subject contains "Augen auf"
preference: score SOBER_G_1
value: 10.0
allow_user_rules is set to 1.

But the e-mails with this subject go through and I don't see my own tests in the e-mail header.
I double checked everything but it looks like I don't understand something or I've overlooked a mistake.
