I'm wondering how to get toaster to use a mysql database server that is located on different physical server. Anyone know how to do this? The docs don't seem to have any instructions on this topic.

Did you even look in the docs? In particular, the toaster-watcher.conf file and it's corresponding man page? It's in there, honest.
