I changed it in the "logfile" setting in /etc/razor/razor-agent.conf

I don't even have a razor-agent.conf on my system, nor does /etc/razor or /usr/local/etc/razor exist

man -k razor

man razor-admin
>>       ""-create""
Explicitly creates "razor-agent.conf" file in <razorhome>, as well
as <razorhome> if it does not exist.  Normally loads
"/etc/razor/razor-agent.conf" if it exists, using defaults for any-
thing not found.  Does not attempt to register with server, but
          will do discovery, see "-discover".

In a twist of irony, In setting up a new box -- I had this same problem, googled for it -- and found my answer here.

in other news -- reviewing man razor-agent.conf further --
I had to move razor-agent.conf to /usr/local/etc (not etc/razor/) for the config options to take.
